To some extent, does the USB ‑ C to Apple Pencil converter only work once for pairing?

For charging, the original converter with lightning interfaces on both sides of the belt is connected to the charger. Is this new converter only available when it is paired for the first time? If it is, it's just a disposable to me. The original first-generation pen has not been released, and I am considering whether to wait for the new iPad to support the first-generation pen or buy the iPad10 directly.
