Which mac mini external mobile hard drive format should I choose? exfat/ntfs/apfs

Brothers, is my setting reasonable: macmini installs the program, the mobile hard disk accesses files in apfs format, and the files of the win10 computer are synchronized with the mobile hard disk in both directions. mac mini is the main office computer. The mobile hard disk is formatted into apfs format. It is always plugged into the macmini and used directly as a hard disk. Files are written directly on the mobile hard disk. If you need to use a windows computer for a meeting or working from home, use software to synchronize the moved files with the built-in hard disk of the win10 computer in both directions. The reason why I didn't choose exfat is that it is said to be unstable. I use the mobile hard disk as an internal hard disk for a long time, which may lead to file loss. Is there a better plan?

    I am apfs no longer moving, If you need to synchronize with win, use a USB flash drive or icloud/onedrive.

    It's too troublesome to synchronize every time after long-term use Simply send the file that needs to be synchronized intranet scp or some software to another machine Or you can add another machine to open samba and put everything that needs to be shared here. Mount it on both machines (or open samba on one of them)
