Is the 16G memory of the beggar version enough for daily development?

Do python and java backend development, pycharm and intelliJ (choose one of the two, depending on which project you are working on at that time);
Open more than a dozen browser tabs every day;
Middleware such as the database is on another server, and only the datagrid client is opened locally;
Open a few more wps documents and a few ssh terminals;
There is no need for games, video editing, and local large models.
In such a usage scenario, my current windows 16G is acceptable. If I buy a mac mini, do I need to upgrade the memory to 24g or 32g?
As for the hard disk, 256 is definitely not enough. I plan to buy another Thunderbolt 4 hard disk box with an external 1T plug-in. Anyway, the mac mini does not need mobile office. So there's no need to upgrade to 512, right?
