The kvmtool needs to add the--nested option. In addition, the kernel of the L1 virtual machine needs to use 16kb pages (most distribution kernels are built with a 4kb page size, so you have to compile the kernel yourself), otherwise L1's kvm will not be available. You can run another qemu virtual machine in the kvmtool virtual machine. I have tested that the cpu performance of nested virtual machines is not much different from that of bare metal.
