iPhone 14PM-ios18.4, can't eliminate the prompt of settings: can't back up your iPhone

iCloud with 50G ID in the US area is turned on, and the capacity is still more than 10G left. The little red dot on the settings interface that cannot be backed up is clicked in, and there are only downgrade and upgrade options. I tried the downgrade scheme, but the prompt that cannot be backed up is still there. There used to be a "later" option to eliminate the red dot prompt that it cannot be backed up, but now this option is gone and cannot be eliminated. Is there any other way to eliminate this other than the upgrade scenario?
