How can Apple Family Bucket users gracefully use a Windows laptop?

Except for Steam games, I haven't used Windows for many years. I originally wanted to buy an MBA for occasional business trips. My friend gave me an unused MagicBook Art 14 U7/32G + 1T thin and light notebook. I felt that I would just make do with it for occasional use.
The OLED screen of this laptop is good and brisk, but it is really difficult to use. The touchpad is still too poor, not to mention Windows 11. If I can't stand it, I change the font first, and I will be able to read it.
How to choose an alternative app for synchronization with Mac now? The main ones are as follows:
1. It is best for Surge to be compatible with Surge rules. It is troublesome to reconfigure a set, or there is a way to easily convert it.
2. Does iCloud for Windows work now?
3. Can Apple's native application only use the web version? Memos/Reminders
