Why doesn't MacOS have a Bartender-like feature built in?

Designing a bangs makes the menu bar space stretched, and there has been no optimization for several years. Now with Bartender from time to time a screen recording icon pops up, which makes the menu bar more and more crowded... Is it difficult to make a system built-in icon organizer tool?
