Are there fake base stations in 4G and 5G networks?

I went to Japan some time ago and received a text message from 95516, which read: "[China UnionPay] Your credit card has been temporarily stopped due to overseas risks. If you need to use the card overseas, please reactivate it. https://pay.manualhide.com/" Since I didn't use UnionPay card at all during my trip to Japan, and the link was a bit fake, I didn't click. After searching on the Internet, someone has been caught. This kind of text message, which is obviously aimed at Chinese people and sent as an official number, is indeed easy for people to misbelieve... I saw the news before that 4G/5G has strengthened verification and solved the problem of fake base stations, but how can I still receive information from fake base stations? Verification has been cracked?

    Allows you to fall back to 2G and then connect to the pseudo base station
